Background:

Information and Communication Technology Services (ICTS) ensures efficient, available, and cost-effective management, operation and utilisation of Information Technology in support of the core business of the OSCE. This comprises activities associated with co-ordination, operation, management, development and implementation of ICT-supported projects and infrastructure.

Tasks and Responsibilities:

The Senior Programming Assistant will be one of a team of five staff members providing technical development and support. Under the supervision of the Chief, Information Systems Unit the incumbent will develop and support efficient and effective management information systems. He/she will decide on the best possible technical approaches for the systems to be developed and how best to the support the users when problems arise or enhancements are needed.
More specifically:

-Providing in-house design, development, test, documentation, implementation and maintenance to small and medium sized management information systems using standard office automation products (e.g. specialized databases, spreadsheet macros, Livelink, Oracle 11 I, workflows, forms etc);
-Translating logical designs into physical designs, taking into account the target environment, performance requirements and existing systems;
-Providing documentation as well as first and second level user support materials for the in-house management information systems developed by the IT Section in the Secretariat;
-Assisting in periodic reviews with respect to effective and efficient technical use of the management information systems, ensuring that essential end-user priorities are met and that support and upgrades are in place;
-Assisting other colleagues in the Unit in the support, operation and ongoing enhancement of major management information systems and Portals;
-Working with technical colleagues to analyse business functions, processes, information flows and operational requirements for data models;
-Performing other related duties such as participating in the training of Secretariat staff, as required.

Necessary Qualifications:

-Secondary school education supplemented by coursework or technical training in computer science; a degree in information technology or business administration would an asset;
-Four years of experience in the development and support of management information systems using Microsoft products preferably in an international or public sector environment;
-Development experience using Oracle Forms and Reports, Oracle Discoverer and Oracle Portal web; knowledge of
Livelink products, SDK and Oscript;
-Excellent practical experience of databases and data modelling; excellent practical knowledge of standard Microsoft software packages, Novell NetWare, GroupWare software and HTML, JavaScript, PHP, MySQL, PostgreSQL, Oracle, Apache or other common office automation software;
-Practical experience of Web sites development and Content Management Software, specifically Opentext/Livelink and Oracle Portal;
-Ability to identify, analyze and resolve software problems and to work with minimal supervision in a demanding, deadline driven environment;
-Professional fluency in English; working knowledge of German desirable; knowledge of other official languages of the OSCE would be an asset;
-Ability to communicate clearly and concisely both orally and in writing;
-Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds whilst remaining impartial and objective.

Remuneration Package:

Monthly remuneration, subject to social security deduction is EUR 3,645 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund.

Background:

OSCE missions and field activities are the front line of the OSCE’s work and are the agent through which political decisions are translated into action. Each mission has a different mandate, but generally the work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation.

Tasks and Responsibilities:

Under the Supervision of the Head of Administration and Finance (CFA), the incumbent will be responsible for a team of 4 professional staff and 22 general service staff tasked with delivering a diverse range of logistical and buildings services in the mission. He/she will perform the following duties:
-Supporting the Head of Administration and Finance (CFA) in the planning and provision of logistics support and technical services required to execute the mission’s mandate;
-Advising the CFA and programme managers on organizational policies, guidelines and standards related to overall material management including procurement, asset and inventory management;
-Controlling and ensuring efficient resource utilization of funds for logistics support, building management and transport services in accordance with administrative practices and OSCE Financial Regulations and Instructions; supervising the preparation of budget estimates for all objects of expenditure controlled;
-Managing procurement operations and ensuring efficient delivery and distribution of quality goods/services at maximum cost efficiency;
-Providing cost effective and timely planning of logistics and warehouse, supplies and transport services; managing allocation and control of all equipment and supplies received, stored and distributed;
-Supervising the activities of the travel unit and monitoring allotment accounts related to travel expenditure;
-Co-ordinating cost effective preparation of leasing contracts and building/facilities management and maintenance in accordance with these contracts; in case of acquisition of premises ensuring that the OSCE procurement rules are followed; keeping the CFA informed of mission needs regarding the extension and/or reduction of premises;
-Supervising transport management including services such as vehicle maintenance, inspection, replacement, private use etc. and ensuring the mission’s fleet and generators are safeguarded;
-Participating in the inspection of traffic accidents involving mission members, and if required liaising with the respective unit of the Secretariat, on vehicle replacement, insurance, freight-forward conditions etc.;
-Carrying out other duties as assigned such as preparing ad hoc reports in the area of material management and participating in related mission activities.

Necessary Qualifications:

-First level university degree in logistics, business administration, management or a related field;
-A minimum of six years of progressively responsible professional experience preferably in a multinational environment;
-Prior operational experience in one or more field missions with responsibility for administration and management of general support services;
-Experience working in the South Caucasus region and/or knowledge of the region would be an asset;
-Proven record of effective operational leadership and management skills;
-Excellent knowledge of English, oral and written; working knowledge of Russian; knowledge of another official OSCE language would be an asset;
-Good communication, analytical and planning skills;
-Flexibility, preparedness to work long hours;
-Computer literacy; knowledge and experience with the Oracle database would be an asset;
-Ability to establish and maintain effective working relationship with people of different national and cultural backgrounds;

Background:

The Personnel Section, as part of the Department of Human Resources, is responsible for the planning, administration and control of human resource management programmes at the OSCE, such as entitlements and benefits, job classification, performance appraisals, social security packages and implementation of the Staff Regulations and Rules.


Tasks and Responsibilities:

Under the overall supervision and guidance of the Chief, Personnel Section, the incumbent will be responsible for the administration of mission members (seconded and contracted, international and local) including project personnel paid from extra-budgetary funds. More specifically he/she will be tasked with:

-Supervising and co-ordinating the work of a team of four assistants dealing with the administration of mission members and establishing working procedures within the Unit;
-Providing advice to OSCE staff and managers, as well as clarifications to the Delegations of participating States (pS), on the implementation of Staff Regulations and Rules; reviewing and evaluating exception requests including providing recommendations on the creation of precedents and action to be taken in highly sensitive cases;
-Overseeing the appointment process and contractual arrangements of mission members such as pre-arrival arrangements for the General Orientation Programme and enrolment in insurance and provident fund schemes;
-Providing advice and guidance to administrative staff in the OSCE field operations regarding the granting and processing of benefits and entitlements and the implementation of salary scales for local mission members;
-Authorizing the payment of salaries, entitlements and benefits for international mission staff, such as advances against Board and Lodging Allowances (BLA) and salaries paid on behalf of participating States;
-Providing induction training on personnel administration to Chiefs of Fund Administration (CFAs) and national human resources mission staff, both at the Secretariat and Mission sites;
-Supervising the administration of the Performance Evaluation System for seconded mission members and acting as focal point for the Delegations of participating States on dministrative issues relating to their secondments: providing clarification on contracts, OSCE policies and procedures;
-Dealing with disciplinary action cases brought to the attention of the Secretariat;
-Providing advice on administration of project personnel paid from extra-budgetary funds in the field operations;
functioning as focal point between various departments during project planning and implementation on staffing issues;
-Performing other related duties as assigned.


Necessary Qualifications:

-University degree in human resources, public or business administration, law, social sciences or other related field;
-A minimum of six years of progressively responsible professional experience in personnel management, including experience in the administration of entitlements, preferably in an international organization;

-Good understanding of human resources management principles and very good computer skills;
-Excellent communication skills, oral and written;
-Supervisory experience and ability to lead and motivate;
-Tact and discretion; customer service oriented; very good analytical skills;
-Excellent knowledge of English; working knowledge of another OSCE official language, preferably Russian would be an asset;
-Ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst remaining impartial and objective.


Remuneration Package:

Monthly remuneration will vary between EUR 4,909 (single rate) and EUR 5,259 (dependency rate) depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

1. Reviews monitoring reports of the members of Governance and Community Teams, Police Service Monitors and
Legal System Monitors for issues and concerns related to housing, land and property rights enjoyment;
2. Supports the Property Section in providing guidance, advice and explanations on specific housing and property rights and cultural heritage legislation, institutional mechanisms and standards to colleagues working in Governance and
Community Teams and other Units and Sections in Headquarters;
3. Gathers information on issues and concerns regarding housing and property rights and cultural heritage protection through documentation regarding decisions, legislation and policies of the municipalities, courts, police and Kosovo Property Agency offices and other relevant institutions;
4. Co-operates and co-ordinates work with colleagues at Headquarters and Regional Centres working on cultural heritage and property rights issues;
5. Monitors and writes reports on specific cultural heritage and property rights trends and issues, in particular in relation to the protection of minority rights and interests, and the provision of housing and reconstruction assistance to returnees and displaced persons;
6. Identifies and analyzes capacity building and awareness raising needs in the area of the incumbent's responsibility and when needed, supports the organization on activities to promote cultural heritage and property rights;
7. Drafts recommendations that address specific human rights issues/concerns related to property and cultural heritage;

Tasks and Responsibilities

Under the direct supervision of the Deputy Head of the Centre in Dushanbe, the Regional Economic and Environmental Adviser:
1. Implements activities to address issues of a regional nature in Tajikistan and drafts original project proposals when appropriate. Monitors implementation of projects in the field;
2. Assesses and reports on economic and environmental issues in order to foster awareness and discussion within the OSCE on economic and environmental problems in Central Asia and Afghanistan, their causes and potential consequences;
3. Maintains close co-operation with the Office of the Co-ordinator of Economic and Environmental Affairs in Vienna and other OSCE offices in Central Asia;
4. Where relevant, and upon request, helps in identifying and enhancing the Environment and Security (ENVSEC) projects/portfolio;
5. Reports regularly (twice a year) on regional economic issues to the Economic and Environmental Committee in Vienna and participates in de-briefings at the Conflict Prevention Centre (CPC) in the OSCE Secretariat;
6. Performs other duties as required.

Background:

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR’s activities are implemented in 56 participating States in accordance with ODIHR’s political mandate. ODIHR has a large number of assistance projects in the areas of democratic institution building, the rule of law and human rights, as well as election observation.

Tasks and Responsibilities:

The Contact Point for Roma and Sinti Issues (CPRSI) at ODIHR carries out activities under the framework of the 2003 Action Plan on Improving the Situation of Roma and Sinti within the OSCE Area. The ODIHR Contact Point addresses issues either directly through its programmes or by promoting the establishment of institutional frameworks at local and national levels designed to advise governments and administrations on policy-making on Roma and Sinti affairs. Under the general supervision of the Senior Adviser on Roma and Sinti Issues the incumbent will be tasked with:

-Contributing to identification and analysis of emerging trends and challenges regarding the situation and development in Roma and Sinti communities; compiling and preparing reports and analyses;
-Promoting, assisting and reporting on activities aimed at enhancing the implementation of the Action Plan on Improving the Situation of Roma and Sinti within the OSCE Area (Maastricht MC Decision 3/03); liaising with other OSCE institutions;
-Facilitating contacts and co-operation with Roma communities, its leaders and organizations; civil society organizations, academic institutions;
-Contributing to CPRSI project implementation with national and local authorities;
-Maintaining contacts with international organizations and NGOs and seeking to involve Roma and Sinti in all CPRSI activities;
-Working to enhance the CPRSI capacity as ‘clearing-house’ and its task to provide advice and assistance to participating States and international /national organizations and institutions;
-Identifying, developing, co-ordinating, and evaluating the implementation of specific projects, and formulating lessons learnt;
-Assisting capacity building and empowerment of Roma and Sinti actors;
-Performing other duties as requested.

 

Necessary Qualifications:

-University degree in social/political sciences or relevant field; an advanced degree is preferred;
-Minimum of four years of professional work experience, including previous experience in scientific research, and/or experience at international/national level, whether in a government office or non-governmental organization;

-Political sensitivity, knowledge of minority-related issues and policies;
-Experience in working with and/or for Roma and Sinti communities and related activities as well as work experience in project development would be an asset;
-Excellent knowledge of English with good drafting skills; working knowledge of a second language whether of the OSCE and/or Romani would be an asset;
-Computer literacy;
-Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.


Remuneration Package:

Monthly remuneration, subject to social security deductions, is approximately EUR 4,050 (single rate) and approximately EUR 4,316 (dependency rate). Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations
Common System.
